Same ebooks… just cheaper!

Does Anyone know of a website that you could download free e books that is safe and preferably tested
Some of the books that I would like to have on there is Harry Potter Books and Shiver by Maggie Stiefvater My Sister would like to have these all Good answers appreciated Please included The URL if possible thank you.

http://www.teleread.org/free-ebooks/ is Teleread’s list of free ebook resources.

http://www.wowio.com has a large selection of ebooks that are free to read online, and cost to download as PDFs.

http://www.smashwords.com is a self-published ebook store, but it has a lot of free and "pay what you like" books.

The Harry Potter books aren’t legally available as ebooks because the author doesn’t like ebooks. I don’t know if Shiver is available.

    Kobo Books (http://www.kobobooks.com/) has 1.8 million FREE ebooks. I doubt if you will find the ones you listed (most free books are in the public domain– hey, if current books are free, how are authors going to make any money?), but you should find something you like.
